I agree with you that now education is big business and most political parties have jumped on to the bandwagon. You mentioned about how we spent hardly anything on higher education. I think I would be the best example. I had a full scholarship at IIT which means I had to pay no tuition fees plus I used to get an allowance of Rs.75/ from Govt. based on means.
